Cyclical Food Insecurity and Electronic Benefit Transfer*
نویسندگان
چکیده
Intra-month cycles in household consumption and expenditure are considered hallmarks of dynamically inconsistent behavior. I find that Electronic Benefit Transfer reduced the severity of the these cycles for SNAP (food stamp) households with children and dual-parent households. The evidence suggests an explanation based on collective dynamic inconsistency – present bias generated by the aggregation of different preferences– is more reasonable than alternative explanations, most notably stigma. The findings have implications for the optimal design of transfer disbursements, why some households fail to budget successfully and why policies that affect property rights within a household may have dynamic effects. Household food insecurity has been previously hypothesized to promote dependence on inexpensive, highly palatable foods that are energy dense. Such dependence, and the cyclical nature of having enough food in the beginning of the month followed by food scarcity at the end of the month, could lead to weight gain over a short period of time. Such dependence on energy-dense foods and weight gain m...

BACKGROUND Examination of maternal experiences of intimate partner violence (IPV) and depression as risk factors for food insecurity can provide a more nuanced understanding of the role that the family environment and women's health plays in the lives of families with young children that experience food insecurity. We investigated the longitudinal association between mothers' experiences of IPV...
